Priority Mail Express Cold-Chain Packaging: Plan the Shipment

Priority Mail Express is a postal service, not proof that a temperature-sensitive product will stay within its required range. Select acceptable contents and refrigerant, confirm current service conditions, and use packaging supported by evidence for the payload and full delivery exposure. A delivery commitment and thermal hold time are separate requirements.

Start with the contents and temperature limits

Identify what is being mailed, the product’s transport limits and who will receive it. Food, medicines and other sensitive goods may have different mailing and handling restrictions. Faster transport can shorten exposure but does not remove heat gain, freezing risk or receiving delays.

Do not apply a generic “72-hour cold” or “below 45°F” claim to every shipment. Such a condition may not match the product limits, the actual packaging or the test exposure. Ask for evidence covering your configuration.

Check the mailing rules before choosing coolant

USPS Publication 52: miscellaneous hazardous materials states that dry ice is prohibited in international mail and limits it to 5 pounds per mailpiece in domestic air transportation. Surface rules and routing differ. Use USPS Packaging Instruction 9A for the corresponding packing instructions and confirm that the selected service and contents are accepted.

These are postal rules, not an airline passenger-baggage allowance. Do not copy a 5.5-pound baggage figure into a domestic air-mail plan. Check current requirements again at dispatch, particularly when route or service changes.

Build the thermal configuration

Use containment appropriate to leaks or meltwater without creating a sealed CO₂ vessel when dry ice is present. The accepted mailing configuration and the thermally tested configuration need to agree.

  • Review the product’s mailing restrictions and coolant acceptance.
  • Document the exact packout and preparation steps.
  • Assess payload temperature throughout representative exposure.
  • Confirm the recipient can receive and store the goods promptly.
  • Define an action for delays, damage or a temperature excursion.

An insulated kit or reusable insert is one component of the system. Availability, price and performance claims should be checked for the exact product currently offered. Historical promotional material is not a current service guarantee.

Review the applicable postal terms and claims conditions before dispatch. A service remedy does not establish product quality, medicine usability or reimbursement for every spoilage consequence. For regulated products, the responsible organization needs a suitable quality procedure as well as shipping arrangements.

Monitor early shipments on representative routes. If the observed exposure differs from the qualification assumptions, reassess the packaging and service before expanding use.

Can I mail dry ice internationally through USPS?
