Dry ice should be considered for a medicine only where the exact product requirements and supported packing method permit its use. It is not a universal pharmaceutical coolant. Identify the presentation and authorized conditions before assessing contact, loading or transport acceptance.
Start with the exact medicine information
Record product identity, presentation, primary package and relevant authorized instructions. Check whether the product must remain refrigerated, frozen or in another condition, and whether separate components such as diluents have different requirements.
Do not infer suitability from the terms “biologic,” “pharmaceutical” or “ultra-cold.” A supplier’s packaging description cannot establish a medicine’s acceptable temperature exposure.
Review the proposed dry-ice arrangement
| Question | Evidence needed |
|---|---|
| Product permission | Conditions and handling applicable to this presentation. |
| Primary package | Compatibility and protection from harmful exposure. |
| Separation | Supported layout and permitted contact. |
| Coolant | Actual solid CO₂ identity, form and loading. |
| Temperature study | Relevant locations, criteria and full exposure. |
| Decision owner | Authorized assessment for departures or damage. |
A qualified arrangement must describe the actual configuration and permitted variations. Do not substitute another container, separator or presentation merely because its dimensions appear similar.
Separate preparation and transport decisions
Use specified product starting conditions and the supported loading instruction. Dry ice is a consumable rather than a rechargeable water-based pack. Identify any reusable coolant separately and follow its actual preparation requirements.
WHO: qualification of shipping containers provides a pharmaceutical container qualification framework. It does not establish product permission for solid CO₂. 49 CFR 173.217: carbon dioxide, solid addresses applicable US dry-ice transport requirements; carrier acceptance is another check.

Compare optionsKeep the quality decision with the authorized party
- Link product and lot identity to the actual configuration.
- Retain preparation and temperature evidence.
- Record relevant route events and uncertainty.
- Maintain suitable receiving and storage arrangements.
- Identify affected product when a deviation occurs.
- Obtain the responsible product assessment and disposition.
Do not invent a generic excursion allowance or assume extra coolant repairs an earlier departure. Cooling product again cannot by itself establish that its quality remains acceptable.
For vaccines, use the specific vaccine and immunization-program instructions. Do not transfer a general pharmaceutical packaging proposal into provider vaccine transport.
Frequently asked questions
Is dry ice better for every medicine because it is colder?
No. Conditions must fit the exact product and presentation.
Can the packaging supplier authorize a medicine excursion?
Use the authorized product information and responsible quality assessment.
Does UN1845 acceptance approve the product temperature?
No. Transport classification and thermal product suitability are separate.
